Council Process
Committee of the Whole
The Committee of the Whole is a less formal meeting of City Council and is held on a Tuesday afternoon starting at 4:30 p.m. in Council Chambers at City Hall. This meeting provides a forum for the public to bring concerns before Council to be heard. These meetings also deal with reports and recommendations from City staff that generally require a presentation or more lengthy discussion process. No voting takes place on bylaws or resolutions but a decision may be made to send an item to a Regular business meeting of Council for debate and vote or to send the item back to staff for more information or clarification. The Committee of the Whole generally meets on the third Tuesday of each month starting at 4:30 p.m. in Council Chambers at City Hall. The public has an opportunity to speak to Council on any subject.
Council
The purpose of a Council meeting is to enact powers given to Council by using bylaws or resolutions. This is the final venue for debate of issues before voting on a bylaw or resolution. As a rule, Council meets on the first or second Tuesday of each month starting at 4:30 p.m. in Council Chambers at City Hall.
Meetings

All delegations requesting permission to appear before the Council or the Committee of the Whole are required to submit a written request to City Hall Corporate Services outlining the presentation topic. All delegation requests will be processed according to the delegation request deadlines.
Once at the meeting, please advise the Corporate Officer that you are in attendance. You will be called upon when it is time to make your presentation to Council. Please ensure that the recording secretary has a copy of your intended presentation.
